As part of its Authors on Deck series, the Navy Memorial recently hosted a fascinating lecture by Lieutenant Commander Benjamin F. Armstrong about his book 21st Century Sims: Innovation, Education, and Leadership for the Modern Era.
The book discusses how Admiral William Sims, when a junior naval officer and a recent attaché to Paris, worked to implement techniques that would greatly improve gunnery speed and accuracy. The solution was simple and obviously important, a technological and tactical improvement that would revolutionize the accuracy of naval battles. The problem was selling these revolutionary ideas up the chain of command.
